NOC – Murzuq Oil Services Ltd (MOSL) is a business services company incorporated in the UK by the National Oil Corporation of Libya (NOC). Our prime focus is to create value for our clients, petroleum and natural gas extraction businesses, by providing support to enable them to improve their business processes and corporate performance.

We are looking for a seasoned professional to manage and co-ordinate all commercial activities across all oil and gas project types from conceptual studies and reserve evaluations, through FEED and EPCs/PMCs.

We will also look for the person to Interface with all stakeholders – clients and subcontractors – to develop project execution strategies and commercial models. Prepare the proposals accordingly to our clients and align and evaluate corresponding proposals from our subcontractors. Negotiate the commercial arrangements with both our client and our subcontractors to obtain the best commercial outcome for the company

Initially focused on our clients in the Libyan Oil & Gas Sector, our longer-term vision is to render our services globally.

  • Typically leading a proposal team to provide the technical input and governance of a project opportunity.  
  • Capable of performing general duties with no direct supervision and within agreed schedules and budgets.  
  • Capable of presenting to executive management, NOC and NOC affiliates and contractors as required. 
  • Liaises with all stakeholders (MOSL, NOC and/or NOC affiliate and contractors/sub-contractors) to achieve the desired technical and commercial outcome. 

 

Job Responsibilities

MOSL is based in London, a hub for engineering and consulting companies and the world-class technologies, which enables us to help NOC and its affiliates in the wider Libyan Oil & Gas Sector meet their ambitious growth plans. We also support them by providing training and development for their personnel.

As part of our continued expansion we are seeking a highly skilled Individual with extensive EPC knowledge within the international oil and gas field.

      • Act as the single point of contact for project opportunity(ies) within MOSL for specific business development activities as assigned by the Commercial & Contracts Advisor. 
      • Responsible for all business development activities for a given project opportunity within MOSL.  Responsible for any related proposal activity for the opportunity and for managing the assigned proposal team, including project technical personnel. 
      • Development of Expressions of Interest, Invitation to Tenders, Contractual Terms and Conditions ad other business winning, commercial and contractual documents and deliverables. 
      • Liaising with Commercial & Contracts Advisor, and where directed the MOSL Finance Manager, in the pricing, contractual and all commercial activities relating to proposal development and contract negotiation leading to contract award. 
      • Develop and foster effective and productive relationships with the NOC and NOC affiliates to develop business opportunities.  Act as single point of contact with the NOC and/or NOC affiliate on a given opportunity 
      • Where directed by the Commercial & Contracts Advisor develop presentation materials to support CEO and other MOSL parties in business winning opportunities and other activities to support MOSL within NOC and the NOC affiliates. 
      • Research contractor and subcontractor capabilities and experience to form a matrix of companies that can provide services to MOSL, NOC and the NOC affiliates across the project lifecycle and culture relationships to provide value added services to MOSL, NOC and the NOC affiliates.  For a specific opportunity research and recommend suitable contractor and/or sub-contractors and develop relationships as required.  
      • Responsible for managing the risk of each assigned business winning opportunity and project, including commercial, financial, safety, security and contractual risk. 
      • Responsible for contractual and commercial negotiations on an assigned opportunity with subcontractors and NOC and the NOC affiliates relating to managing the financial, contractual and other risks to MOSL including new contract negotiations, amendments and variations.  Drafting of Work Orders, Change Orders, Contract Amendments, etc. 
      • Acts as delegate to the Commercial and Contracts Advisor as and when instructed by the Commercial and Contracts Advisor.
